Am I able to set up a speeding alert based on speed limit, not just a set speed? EX; 10 mph over the speed limit. If I set up an alert for 75 mph, it doesn’t help if they are doing 55 in a 25.

Regarding the speed alert, it will only be possible to set the speed limit and not to exceed the speed limit based on the speed limit. I can also advise you to change the number of readings to at least 2 in order to be sure to obtain the same speed several times before triggering the alert.
Finally, it is not possible to send an alert to a person who does not have a Manager account.
